Transport for London (TfL) is undertaking the largest ever overhaul of our organisation to provide the most efficient and cost effective transport service for Londoners. We have already reduced management layers and bureaucracy and merged functions in other areas to eliminate duplication and reliance on expensive agency staff.
In 2016/17, there was an average number of 108 temporary staff employed in TPH per period.

There was an average of 75 temporary staff employed per period in 2015/16.

Based upon a mean average, the cost of employing a temporary member of staff in 2016/17 was £35,000 per annum.
Total expenditure on temporary staff in 2016/17 was £3,780,370.

Based upon a mean average, the cost of employing a temporary member of staff in 2015/16 was £31,000 per annum.
Total expenditure on temporary staff in 2015/16 was £2,384,394.

For financial years 2009/2010 and 2010/2011 What was the total cost staff made redundant by Taxi and Private Hire?
We have located details of two voluntary severance payments during this time period. As disclosure of the total sum paid would enable either individual to determine precisely how much the other received, in accordance with our obligations under the Data Protection Act 1998 (DPA) this personal data has been withheld, as required by section 40(2) of the FOI Act.
This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. Redundancy does not relate to an employee’s official functions and responsibilities, but instead signals the end of the relationship between TfL and the individual, which carries a strong expectation of privacy. There is a public interest in the expenditure of public funds, and this interest is now met by the publication in the Annual Report http://content.tfl.gov.uk/tfl-annual-report-2015-16.pdf of the number and cost of compulsory and voluntary severance termination packages agreed during the year. This publication is in accordance with Section 3 of the Local Audit and Accountability Act 2014, and by the Accounts and Audit Regulations 2015, in which Parliament has set out its expectation for the appropriate level of public sector transparency in relation to severance payments.
