TfL Ref: FOI-2595-2324 Thank you for your request which we received on 19 October 2023, asking for information about ULEZ mobile vans. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked:
Which company is providing security for the mobile ULEZ vans currently being deployed around London?
We have deployed mobile units as part of our extensive camera network to support the effective operation of the ULEZ scheme. Licensed security workers are used to support the mobile ANPR cameras as required.
In accordance with the EIR, we are not obliged to supply the name of the company providing this service as it is subject to a statutory exception to the right of access to information under regulations R12(5)(a) – international relations, defence, national security & public safety (in this instance, specifically public safety). What industry qualification / training are the said security guards required to have and do TFL check this?
Where security workers are used to support the mobile ULEZ camera vans, they are suitably licensed by the Security Industry Authority (SIA).
Do TFL keep records of all the personal employed directly and indirectly to operate and guard the mobile ULEZ vans including their current training qualifications?
No - this is the responsibility of the security company.
Are all personal involved in operating and guarding the mobile ULEZ van DBS checked?
Where security workers are used to support the mobile ULEZ camera vans, they are licensed by the SIA and have therefore undergone the necessary Disclosure and Barring Service checks.
How many mobile ULEZ camera vehicles do TFL use both in total and use on a daily basis average?
A maximum of 20 mobile cameras will be in operation. We do not record the daily average.
Which company provides the mobile ULEZ camera vehicles?
They are leased from a third party through our contract with Capita.
When was the contract put in place for the hire / purchase of the mobile ULEZ vehicles?
Capita is our current main supplier. The contracts cover all of the Road User Charging services, not just ULEZ, which include the use of mobile vehicles and associated staff in relation to the recent ULEZ expansion. The contracts can be found here:
Who / which company pays for any maintenance or repairs required to the mobile ULEZ vehicles?
Repairs are arranged with the leasing company and recharged to TfL through the contract with Capita.
