I would like a list of the data collection techniques used to monitor pedestrian behaviour at Holborn tube station, the legal owners of each type of data collected and the formats of the data collected. For example, I know that WiFi and barrier tap-in/out data is collected, but is this data owned by TFL or Cubic and in what format is TFL able to read it? Additionally, what other types of sensors are used in the station? (e.g. motion sensors, CCTV etc.)

Thank you for your request received by us on 25 November 2019 asking for information about data collection techniques used to monitor pedestrian behaviour at Holborn Tube Station

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked for:

a list of the data collection techniques used to monitor pedestrian behaviour at Holborn tube station, the legal owners of each type of data collected and the formats of the data collected. For example, I know that WiFi and barrier tap-in/out data is collected, but is this data owned by TFL or Cubic and in what format is TFL able to read it? Additionally, what other types of sensors are used in the station? (e.g. motion sensors, CCTV etc.)

As mentioned in my previous response of 18 December 2019 (reference 2592-1920), London Underground is responsible for the cameras at Holborn Underground station and is also the data controller for this system.

You may also be interested in the study we undertook at this station, which studied pedestrian behavior in the‘Report on Holborn Pilot for Standing on Both Sides of Escalators’. As the report states: ‘A pilot was carried out at Holborn Station on London Underground for standing on both sides of escalators exiting the station. The aims were: to look at safety by reducing slips, trips and falls; to reduce congestion by using the escalators more effectively; and, to change customer behaviour. The data collected was both qualitative and quantitative’.
 
In accordance with our obligations under Data Protection legislation some personal information has been withheld, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and we have not satisfied one of the conditions which would make the processing ‘fair’.
