Thank you for your request received on 4 January 2019 asking for information about speed cameras on the A10.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked for:

1. any current considerations, consultations, or analysis being made around installing additional traffic speed cameras on the A10 main road between the M25 and the A406 junctions

We are currently finalising our safety camera replacement programme, upgrading the previous ‘wet film’ cameras with new digital cameras. Once the programme has been completed, we will be identifying suitable locations for new safety cameras by employing a risk-based approach that prioritises higher risk locations, rather than solely targeting sites that have experienced historic casualty trends. This risk based approach to the identification of suitable sites for cameras is under development and once complete will consider the appropriateness of the A10.

2. Any plans already in place to install additional traffic speed cameras on the A10 main road between the M25 and the A406 junctions.

There are currently no existing plans in place to install traffic speed cameras on the A10 main road between the M25 and the A406 junction.

3. The justification and considerations made around the decision to remove speed cameras several years ago

Six spot speed ‘wet film’ cameras were removed from the A10 in 2015. These cameras were removed by TfL as part of the scope for the safety camera replacement programme, which required sites to meet the minimum criteria for installation. These sites were installed before the establishment of a London-wide criteria for installation of safety cameras, requiring a history of four killed or serious injury collisions (KSI) in the preceding three year period, two of which must have been as a result of speeding.

4. TfL's awareness of road races or meetings taking place on the A10 and TFL's response to this issue to date

General speeding and anti-social road use (predominately racing), which is enforced by the Metropolitan Police Service (MPS), has been reported over the last several years on the A10 Great Cambridge Road, Enfield. During this period, the police arranged for speed enforcement operations to be conducted late at night to address this issue, and a number of Notice of Intended Prosecutions (NIPs) were issued.

In 2017, TfL and MPS conducted a joint site visit to investigate locations on the A10 where serious and fatal collisions occurred. We’re working in partnership with Enfield Council and the Metropolitan Police to resolve the long-standing problems associated with speeding on the A10. This approach involves each organisation taking coordinated action to tackle the problem.

We are aware that the police also conduct regular mobile police enforcement operations along the A10 and their North Roads Policing Team also ensures that there is at least one car covering the London Borough of Enfield, which includes the A10.

5. The number of vehicles triggering the existing speed camera on the A10 between the M25 and A406 junctions each calendar year since 2015
