Please could you [provide cost estimates of the Cycleways programme, by specific scheme (C4, C6, C20 , C17, C23 etc) , by borough. Please show length of cycleway and associated cost estimate. TfL Ref: FOI-2586-2021 Thank you for your request received by Transport for London (TfL) on 16 March 2021, asking about cost estimates of the Cycleways programme. Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm we do hold the information you require. However to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described. We have estimated that it would considerably exceed the cost limit to provide a response to your current request. This is because we do not have the data readily collated in the way you have requested. TfL has invested £577m on cycle lanes and cycling facilities in London since 2016, you can find details of our high level budgets online at https://tfl.gov.uk/corporate/publications-and-reports/business-plan. Cycleways are and have been delivered incrementally through a series of smaller schemes which each have their own timeframes and associated costs. To date, we have delivered over 350 of these individual schemes, totalling over 260km of cycle infrastructure and we currently have over 100 live schemes in various stages of development – the majority being delivered by the 33 London boroughs. This means we would need to source the data from multiple locations/people, delivery of each scheme covers multiple years, estimates come from multiple suppliers/contractors and individual schemes do not also necessarily fit neatly within borough boundaries. We would then have to review what would be a large volume of information and calculate the cost for each Cycleway route in order to provide you with the information you require. To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by Transport for London. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request. I am sorry we are not able to help you further on this occasion, and we will not be taking further action until we receive a revised request.
