TfL Ref: FOI-2585-2021 Thank you for your request received by Transport for London (TfL) on 16 March 2021. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. An update of the infrastructure set up costs previously estimated at £100m-£120m. A breakdown of this total into the main elements. The updated Infrastructure set up costs of the expanded ULEZ are an estimated £100m to £110m. This includes signage, detection and enforcement infrastructure and infrastructure and systems related to the operation of the scheme. Numbers of units, for example estimated numbers of fixed cameras and mobile cameras. The area covered by the existing Congestion Charge and central London ULEZ has around 650 cameras. The area of the new expanded ULEZ will be 18 times the size, but new technology means only around 750 additional cameras will need to be installed. To reduce the number of additional sites required, TfL is prioritising cameras at locations already used to monitor traffic, on existing lamp columns and on traffic signals. Cameras will be able to be moved if operational teams deem it necessary, based on a number of different variables, which will be monitored once the scheme has launched. Breakdown of the operating cost estimate (in 2021/22 TfL have said £100m-£110m) including person numbers (Full time Equivalent jobs) Following a period of consultation between 30 November 2017 and 28 February 2018, the Mayor of London announced on 8 June 2018 that the ULEZ would be expanded up to the North and South Circular roads. Please see the following link for the consultation report: https://consultations.tfl.gov.uk/environment/air-quality-consultation-phase-3b/?cid=airquality-consultation Since then we have been developing plans for the expanded scheme to launch in October 2021. Part of these plans include assessing what the likely compliance level will be when the scheme launches and what level of enforcement is required to facilitate the behaviour change needed to achieve the scheme benefits. As a result, we are only able to estimate the operating cost and operating income of the scheme because factors such as the compliance rate will affect the scheme’s operating cost and associated income. The current planning assumption for the estimated operating costs in 2021/22 is £25.9m, whilst the estimated operating costs for 2022/23 is £55.6m. This covers infrastructure maintenance costs, system operating costs and communications costs. We are not able to separate the additional number of full time equivalent employees because operating staff work across all charging schemes and are not apportioned to any one scheme. Sq km covered by the extended Scheme area We have estimated that the total area covered by the expanded ULEZ to be 379km2. If you are considering submitting a further request please think carefully about whether the request is essential at this current time, as answering FOI/EIR requests will require the use of limited resources and the attention of staff who could be supporting other essential activity.
