Parking Bays in Cheam Village

You asked

There are three sets of parking bays on the Broadway in Cheam Village. My understanding is that all of them are controlled by TfL Please can you tell me how many fines the parking bay which runs from 31 The Broadway - 43 The Broadway has yielded in financial year 2014/15 and 2015/16?

Thank you for your requests received by Transport for London (TfL) on 15 and 21 March 2017 respectively asking for information about Penalty Charge Notices (PCNs) issued in relation to loading bays in Cheam Village.


Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.


As the Highway Authority responsible for management of the red route, we have a duty to manage our road network for the benefit of all road users. Loading bays such as this one outside 46-50 High Street SM3 are provided for the benefit of local businesses and residents.  In common with many other red route loading bays, the loading bays in Cheam Village also allow disabled parking.  The restriction in this bay SM3 is No Stopping at any time between 7.00am and 7.00pm Monday to Saturday, except loading/unloading for a maximum of 20 minutes or disabled parking for a maximum of 3 hours. The bay is clearly signed with statutory red route signage and road markings which provide a clear demarcation between this loading bay and the adjacent parking bay outside 44 High Street SM3. Drivers who stop in this bay without loading/unloading or without displaying a valid Blue Badge are in contravention of the restriction and risk incurring a PCN.


The information provided in response to your constituent’s Freedom of Information request relates to the number of Penalty Charge Notices (PCNs) issued in the calendar years 2015 and 2016.  I apologise that this was not made clear in our earlier response. To clarify:-


For contraventions between 1 January and 31 December 2015, we issued 3,692 PCNs. The value of payments we received for those PCNs is £216,970.

For contraventions between 1 January and 31 December 2016, we issued 2,461 PCNs. The value of payments we received for those PCNs is £148,982.


With regard to your request reference 2575-1617 the bays outside 31-43 The Broadway, Cheam SM3 are not on the red route network, therefore are not managed by TfL.  You may wish to contact the London Borough of Sutton for more information:


With regard to your new request reference 2514-1617 about PCNs issued at other loading bays on The Broadway, Station Way and Cheam High Street, please refer to the table below. Please note however that only small parts of The Broadway and Station Way are on the red route network.
