FOI request detail

Fare cap honesty

Request ID: FOI-2573-1819
Date published: 04 February 2019

You asked

Two simple requests: 1. Can you give the estimated proportion of TFL spend that is covered by weekly capping, which rose 3.1% today. 2. Can you disclose the amount of money expected to be raised from the 2019 fare rises across TFL To be clear, request 2 is very simple and will be in your budget so the marginal cost to provide is nil. Request 1 should also be in your accounting assumptions and does not require an analysis of oyster & contactless information. Both requests are for your finance team and do not require any extensive work. If you say you do not know, please ask your Finance Director as it is inconceivable you do not know part 2 at least. If you say it is sensitive, then I will ask again with the DOT. Many thanks

We answered

TfL Ref: FOI-2573-1819

Thank you for your request received by Transport for London (TfL) on 2 January 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require. You asked:

1. Can you give the estimated proportion of TFL spend that is covered by weekly capping, which rose 3.1% today.

The proportion of overall fares revenue generated through the weekly cap is around 3.5 per cent. The “Monday to Sunday” weekly cap is set annually against the cost of an equivalent 7-day travel card which is mandated by the Train Operating Companies (TOCs) and reflects DfT guidance. As such, any changes are outside of the control of TfL or the Mayor.

2. Can you disclose the amount of money expected to be raised from the 2019 fare rises across TFL

As set out in the Mayoral Decision paper published in November 2018, a total of £53m is expected to be generated. This is outlined in table 5.1 at the link below.

https://www.london.gov.uk/sites/default/files/md2377_january_2019_fare_changes_-_signed.pdf

A further £21m is expected to be generated due to the extra demand as a result of the fares freeze meaning that fares are cut in real terms.

If this is not the information you are looking for, or if you are unable to access it for some reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely
