Thank you for your request received by Transport for London (TfL) on 7 February 2022 asking for information about ULEZ PCN appeals.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked: ULEZ - How many appeals have been allowed in relation to mistakes in the VRM entered when applying for Auto Pay (so not when paying the charge)

In order to challenge a PCN a the recipient must first contact TfL and make a representation. If the representation is accepted the penalty is cancelled. If it is rejected the motorist is offered a further right of appeal to an Independent Adjudicator and London Tribunals.
We do consider mitigating circumstances and exercise discretion when dealing with representations against Ultra Low Emission Zone penalties. Indeed when it is evident that a penalty has been incurred due to a motorist inadvertently entering an incorrect vehicle on their Auto Pay account and it is the first time they have made this error, we will cancel the resultant penalties. We will also remind the account holder that it is their responsibility to ensure the correct information is entered on their account and that further penalties issued for the same reason may not be cancelled.
In the calendar year 2021 we cancelled 1942 ULEZ penalties on these grounds.
Appeals against our decision to reject a representation are heard by London Tribunals. Therefore it is they who would hold information on why specific appeals are allowed or refused.
