Thank you for your request received by Transport for London (TfL) on 12th January 2023 asking for information about the ULEZ expansion.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“Please could you tell me what infrastructure including cameras has been installed to date in the London Borough of Sutton in preparation for the ULEZ expansion”
I can confirm that we hold the information you require.
Following the Mayoral decision to proceed with the expansion of the ULEZ London-wide, TfL has been and will be continuing to install Automatic Number Plate Recognition (ANPR) cameras in preparation for the launch of the scheme in August 2023. ANPR cameras have been used to enforce Road User Charging schemes such as the Congestion Charge, Low Emission Zone and Ultra Low Emission Zone in central and inner London for many years. To date (as of 27th January 2023), 16 ANPR cameras have been installed in Sutton, mounted on existing TfL infrastructure. Currently these cameras are not operational, and no data is being transmitted onward for use.
Note that TfL has completed Data Protection Impact Assessments (DPIAs) of the expansion of ULEZ which took place in 2021 and of the forthcoming expansion in August 2023 which set out how we minimise data collection from ANPR cameras, how data will be used and how we keep it secure.
