Thank you for your request received on 20 October 2023 asking for information about Ultra Low Emission Zone (ULEZ) penalty charge notices (PCNs) issued on roads in Watford and the surrounding area.
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold the information you require.
Of the roads listed in your email the below are partially in the zone (the rest of the roads listed are outside of the zone):
A4140, Bushey – in the zone after the junction with Heathbourne Road southbound Oxhey Lane, South Oxhey – in the zone after the junction with Old Redding southbound Green Lane, Northwood – in the zone after the junction with Watford Road eastbound Rickmansworth Road, Northwood - in the zone after the junction with Green Lane southbound Springwell Lane, Rickmansworth – in the zone southbound after the bridge by Springwell Lock
The ULEZ was expanded on 29 August 2023 across all London boroughs. Following the launch of the expansion, between 29 August and 25 September 2023, warning notices were issued to owners of non-compliant vehicles who had not paid the ULEZ charge after driving in the zone. Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred. Since 26 September 2023, PCNs have been issued for contraventions. From 26 September to 2 November 2023, 396 PCNs have been issued using cameras at these locations.
When a vehicle is driven in the ULEZ its registration is usually captured by numerous different cameras as it moves through the zone. The system retains the clearest image for use on a PCN. Therefore while we record the camera which took the image we have retained that in no way indicates the journey or route the vehicle took.
