You asked

Follow-on FOI-1878-1718: 4. What information should be supplied to the passenger once ticket is confiscated? Your response: The Revenue Protection Inspector will notify the passenger that they are withdrawing the ticket and submitting a report of the Travel Irregularity to TfL Investigations, Appeals & Prosecutions Team. TfL then write to the customer explaining that they have been reported with details of the Irregularity Report and offering them an opportunity to reply providing an explanation or mitigating circumstances etc. Full contact details are provided to enable any communication required by the customer. I would like to follow up on this by asking: a) Does the Revenue Protection officer need to provide further information on who they are submitting a report to (i.e. TfL Investigations, Appeals & Prosecutions Team) and if so, how should this be communicated? b) Does the Revenue Protection Officer need to provide guidance on next steps once report is submitted? b) How should their badge number be communicated if it is requested by the passenger? c) Does the Revenue Protection Officer need to issue the passenger a receipt as proof of that report is issued and that an annual ticket was confiscated ? A further question I have is how should the TfL Investigations, Appeals & Prosecutions Team communicate the outcome of the appeal, once the investigation is closed?

Thank you for your request received on 5 December 2017 asking for further information about Revenue Protection Officers.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

a) Does the Revenue Protection officer need to provide further information on who they are submitting a report to (i.e. TfL Investigations, Appeals & Prosecutions Team) and if so, how should this be communicated?

As stated in our original response the Inspector should tell the passenger “a report is being submitted to TfL Investigations, Appeals & Prosecutions Team.” This should be communicated verbally.

b) Does the Revenue Protection Officer need to provide guidance on next steps once report is submitted?

No, any further enquiries will be dealt with by TfL Investigations, Appeals & Prosecutions Team who write to the customer and provide full contact details for any further enquiries in relation to the case.

c) How should their badge number be communicated if it is requested by the passenger?

This should be done verbally.

d) Does the Revenue Protection Officer need to issue the passenger a receipt as proof of that report is issued and that an annual ticket was confiscated ?

No, if a passenger requires such proof then then this may be obtained from the TfL Investigations, Appeals & Prosecutions Team who handle all further enquiries once a report is submitted by the Inspector.

A further question I have is how should the TfL Investigations, Appeals & Prosecutions Team communicate the outcome of the appeal, once the investigation is closed?

The passenger is invited to submit any enquires, mitigation or explanation in response to the Inspector’s report to the Investigations, Appeals & Prosecutions Team. That is the purpose of the letter issued by TfL to a passenger in the first instance. The outcome of cases closed by TfL which do not result in a prosecution are confirmed in writing by TfL sending a letter to the passenger’s address. If specifically requested these can be sent by email. The outcome of prosecution cases that TfL prosecute in the Magistrates Court are notified to the defendant (passenger) by Her Majesty’s Courts and Tribunal Service.
