Information request regarding Piccadilly Line .PCC files

Dear Transport for London, Although I have the Piccadilly Line .PCC announcement file, it and its contents are inaccessible to me since I don't own a DABS editor. A separate request states that .WAV files are recorded and then "compiled" into a single .PCC file, but .WAV files are not the type of files used in this case - I tried importing the raw audio data from the .PCC file and it should work, but I get static noises (typically from audio compression), which means the files stored are not .WAV files. I would like to know in detail how .PCC announcement files can be accessed and what types of files are stored on them. Ideally, I would like to have the raw audio recordings before they are turned into .PCC files. I'm sorry for the length of this request.

Thank you for your request received by Transport for London (TfL) on 7th January 2023 asking for information about Piccadilly Line announcements.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

I am afraid that we only hold the Piccadilly Line announcements in PCC format and do not hold information on how they can be converted or accessed in other formats. Note that there is no obligation under the Freedom of Information Act for public bodies to create new information when responding to requests.
