Freedom of Information Request – Cleaning Services The details we require are: • Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages* • Contract values of each framework/contract (& any sub lots), year to date • Start date & duration of framework • Scope of services provided under current contract • Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension? • Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed? • Who is the senior officer (outside of procurement) responsible for this contract? *For clarity, the details of the successful and unsuccessful suppliers are kept in the strictest confidence. These details are used only to contact and support suppliers regarding their bidding activity for the relevant contracts.

Thank you for your request and for subsequently clarifying that your request covers all current cleaning contracts across the TfL estate.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

We recently awarded a Pan TfL cleaning contract which covers the majority of the TfL estate including LUL, Head Offices, Buses and other smaller business units.

The contract details have recently published in line with our transparency obligations.

Please see the attached document which shows where you can find details of the main contract, and provides information on additional stand alone contracts.

Please note that we are not obliged to provide you with the names of unsuccessful bidders as this information is subject to a statutory exemption to the right of access to information under section 43(2). In this instance the section 43(2) exemption has been applied as disclosure would, or would be likely to prejudice our commercial interests, as well as those of the relevant parties. Disclosure of this information would show companies who their direct competition was, and could hinder TfL’s ability to negotiate the best value for money for similar services in the future.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
