FOI request detail

Ulez camera vans PCN

Request ID: FOI-2529-2324
Date published: 14 November 2023

You asked

Since Ulez expanded at the end of August, how many TfL camera enforcement vans have been issued with penalty charge notices for issues of parking. I am referring to vehicles that are using ANPR cameras to monitor numberplates. As well as the number of PCNs, I would like to know the total amount that TfL has spent on PCNs. Please can you also include how many PCNs have been challenged by TfL and of those how many were successfully overturned.

TfL Ref: FOI-2529-2324

Thank you for your request received by us on 18 October 2023, asking for information about penalty charge notices (PCNs) issued to the ULEZ ANPR camera vans.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You specifically asked:

Since Ulez expanded at the end of August, how many TfL camera enforcement vans have been issued with penalty charge notices for issues of parking. I am referring to vehicles that are using ANPR cameras to monitor numberplates.

There have been a total of four penalties issued to these vehicles, whilst operating the ULEZ mobile camera van service, as at 9 November 2023. None of these were issued by us.

We have deployed some mobile camera units as part of the mix of cameras, and have done so for many years across the different schemes we operate. The ANPR mobile camera van staff, provided by our supplier who we work with, have been briefed regarding parking and driving standards and are expected to park within the relevant restrictions on street. Checks are also undertaken to ensure that all vehicles are parked safely. If it is determined that a vehicle was parked in a manner that is not expected then full feedback and appropriate action will be taken with the driver. Should a PCN be incurred then under the terms of our contractual agreement with our ANPR camera van supplier, this is paid by the supplier directly and not by us.

As well as the number of PCNs, I would like to know the total amount that TfL has spent on PCNs.

We have reminded the driver of these vehicles regarding their responsibilities and our contractor, who will be paying the penalty charge notice.

Please can you also include how many PCNs have been challenged by TfL and of those how many were successfully overturned.

None have been or will be challenged.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely
