Our ref: FOI-2519-2122/GH
Thank you for your request received by Transport for London (TfL) on 3 February 2022 asking for information about A22 enforcement figures for 2020 & 2021.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
1) Please can you provide the total number of PCNs hand-issued by enforcement officers (not via enforcement cameras) on the A22 Godstone Road which runs between Purley and Whyteleafe for the years 2020 and 2021 There were 61 PCNs issued by enforcement officers across the TLRN section of Godstone Road (18th February 2020 – 31st December 2021). 2) Can you also break down these figures into separate offences i.e parking on red lines/parking on the pavement/overstaying parking bay time limits and any other offence for which a PCN was hand-issued. Between 18th February 2020 – 31st December 2021, 13 PCNs were issued to vehicles for infringements in the carriageway (such as parking in Loading Bays, overstaying Parking bays, parking on Single Red Lines and Double Red Lines) and 48 PCNs were issued to vehicles parking on the footway. 3) Can you also confirm the number of days throughout that 2 year period (including Sundays) when no enforcement officers were available (due to covid/other) to enforce restrictions on any part of your road network. Metropolitan Police Service PCSOs typically work Monday – Saturday and TfL on street officers Monday – Sunday. Calculating the exact number of days when no enforcement officers were available to enforce any restrictions is difficult since;
Staffing levels change daily due to planned (annual leave, training) and unplanned (sickness) events.
There are around 500 officers (including MPS PCSOs and TfL officers) trained to enforce parking. To review their daily activities to see which days there was no availability would take an excessive amount of time.
Most teams carry out parking enforcement alongside other core activities. For examples, some PCSOs attend road traffic collisions and put up street notices, so a tally of days when officers were/were not available may be misleading.
CPOS Officers prioritised Face covering enforcement for much of 2020 into 2021. They also conduct other licensing reporting activity as well as safety related taskings as their core role.
We can, however, advise that there was enforcement activity across the TLRN on 633 out of 683 days between 18th February 2020 – 31st December 2021. If this is not the information you are looking for, please do not hesitate to contact me.
If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.
