I am reaching out regarding the ongoing speed issues on Kidbrooke Park Road, which have tragically led to four fatal crashes and multiple non-fatal crashes since 2022. There are currently two petitions advocating for safety measures on this road. The first, initiated by Sandra Bauer, has garnered 566 signatures, while the second, started by Yong Li, has already received 1,620 signatures. The community's concern is further amplified by coverage in several national newspapers, highlighting the urgent need for action following the most recent crash. It was my understanding that commitments were made to address these serious safety concerns; however, nearly a year has passed since the petition was submitted to the Council on December 6, 2023, and to my knowledge, no significant actions have been taken. In light of this, I would like to ask: - Does TFL not consider this road to be dangerous? If that is the case, what metrics and thresholds does TFL use to classify roads as dangerous (e.g., number of crashes, fatal crashes, or crashes resulting in serious injuries per month/quarter/year, etc.)? - If TFL considers this road as dangerous, do you know why no action has been taken for nearly a year regarding the safety issues on Kidbrooke Park Road? - Which team/group of people/specific person at TFL is responsible for reviewing and implementing measures for this road specifically?

Thank you for your request received by Transport for London (TfL) on 02 November 2024 asking for information about the safety of Kidbrooke Park Road.

 

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. 

 

I can confirm that we do hold the information you require. You asked:

 

- Does TFL not consider this road to be dangerous? If that is the case, what metrics and thresholds does TFL use to classify roads as dangerous (e.g., number of crashes, fatal crashes, or crashes resulting in serious injuries per month/quarter/year, etc.)?
- If TFL considers this road as dangerous, do you know why no action has been taken for nearly a year regarding the safety issues on Kidbrooke Park Road?
- Which team/group of people/specific person at TFL is responsible for reviewing and implementing measures for this road specifically?

We are aware of the tragic, fatal and serious collisions on Kidbrooke Park Road in recent years and we are looking to deliver local improvements and are developing a pedestrian and cycle improvement scheme on Kidbrooke Park Road. This is part of a large investment programme led by the TfL’s Safe and Healthy Streets team which bring forward projects that deliver safer streets and support mode shift to walking, cycling and public transport including buses across both TfL and borough roads.

 

We consider a range of datasets when deciding which locations to bring forward schemes on our programmes, including casualty harm data, collision figures, pedestrian and cyclist flows, as well as many other factors including public and stakeholder concerns. 

 

We are currently developing options for schemes on the corridor which could include a new pedestrian crossings at the Henley Cross junction, which is due to go through computer simulated modelling. This will give us an indication of the impact our proposals would have on the junction and surrounding area. Due to the cyber-attack that has impacted TfL systems since September, the modelling work has been delayed. However, we hope to have the modelling results by the end of this year, so we can proceed to Concept Design stage and consultation in 2025.

 

Other options being considered as part of scheme development include raised tables on side roads, a yellow box junction, longer sections of cycle lane and an additional section of bus lane, all of which will need to be assessed by traffic modelling and subject to internal approvals and funding.

 

We have proposals to accelerate the introduction of a 20mph speed limit on Kidbrooke Park Road, north of the Eltham Road junction. We anticipate we can deliver this in the next 12-18 months, subject to resources.
