I have recently been rejected for a job as a HR Business Partner where there were 4 positions available. I am male from the ethnic minority group of Indian. I would like to understand how representative TFL is for males from ethnic monitories within senior HR roles within the TFL Hr department. I have provided a list below of the information required. How many males compared to women are there as HR Business Partners, HR Professionals of senior level or Head of HR or Director ? How many males from ethnic minorities are there as HR Business Partners. Senior HR Business Partners compared to males from of Caucasian background? How many HR Business or HR senior professionals has there ever been from ethnic minorities compared to Caucasian males ? When HR Business Partnering or any other HR senior roles jobs are advertised, how many of these posts are filled from males from ethnic minorities? How many disabled HR Business partners or senior HR Business Partners are there compared to non disabled? How many disabled males from ethnic minorities are there in roles HR Business partnering roles ? This information is in the public interest to understand how inclusive and diverse TFL is as it prides itself to be. I require this information to understand my next steps which will be to raise with Racial Equality commission and the Mayor of London.

Thank you for your request which we received on 5 January 2023, asking for information about HR Business Partners.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You specifically asked:
  1. How many males compared to women are there as HR Business Partners, HR Professionals of senior level or Head of HR or Director?
  • 30 Males

  1. How many males from ethnic minorities are there as HR Business Partners. Senior HR Business Partners compared to males from of Caucasian background?

The ethnicity categories contain a small figure, which means that disclosure could potentially identify specific individuals within that department.  We therefore consider that these figures are exempt from disclosure under section 40(2) of the FOI Act as disclosure of these exact figures would be a breach of the first data protection principle. This information constitutes sensitive personal data as defined in section 2 of the Data Protection Act 1998 (DPA) and was provided in confidence for monitoring purposes. These individuals would have a reasonable expectation that the information would not be disclosed in a manner that would identify any particular person and it would be unfair to them to do so.
  1. How many HR Business or HR senior professionals has there ever been from ethnic minorities compared to Caucasian males?
  • 31 Caucasian Males

Please note since TfL follows a standardised recruitment process, the current filled roles represent the same number as advertised roles filled.
  1. How many disabled HR Business partners or senior HR Business Partners are there compared to non disabled?

Because of the small number of people in this category we have taken the decision to withhold this information to avoid it being linked to a specific individual in that team. This level of breakdown is exempt from disclosure under section 40(2) of the FOI Act as described in question 2.
  1. How many disabled males from ethnic minorities are there in roles HR Business partnering roles?

There aren’t any.
