Dear Tfl I am slightly confused about these differing sets of figures that I have received via FOIs from Tfl re the cost of lift installation at Harrow-on-the –Hill. If the total build cost is £4.6M what is the other £8.4M being spent on? Quotes from the FOIs and reference numbers below. Our ref: FOI-1889-1819/GH Thank you for your request received by Transport for London (TfL) on 20 October 2018 asking for the cost of lift installation at Harrow-on-the Hill. We can however, advise you that the estimate for providing Step Free Access and associated works at Harrow-on-the-Hill is circa £13m. The works are due to be completed next year and includes heavy civil works for lift foundations adjacent to operational railway tracks and a series of bridges over the track to connect all platforms. TfL Ref: FOI-2207-1819 Thank you for your request received by Transport for London (TfL) on 22 November 2018. The total build cost (including plant, material and equipment) is £4.6M

The quoted figure of £4.6m is limited to the structural elements of the work. The estimated total cost of the physical implementation of the entire project is £8.8m. The remaining amount includes for the design of the scheme, survey works, internal management costs, and an allowance for risk.
