Dear Sirs,
There is a parking / loading bay at Kensington High Street opposite building Nos 361-373 (Leyland SDM, Kensington Estates, Hare & Tortoise). Could you please let me know the number of penalty charge notices given for each year 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019 till to date.
The reason I am asking is because the specified loading bay had only one sign allowing loading only for 20 minutes. Approximately 2-3 years ago another sign was installed there allowing parking in the specified bay for 30 minutes. The second sign only allowing loading was also left in place. Thus there are two signs contradicting themselves. If known, I would like to ask: when exactly this highly confusing sign "arrangement" was installed and what is the yearly percentage change of number of PCN's issued since the installation of the sign allowing parking for 30 minutes.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:
Could you please let me know the number of penalty charge notices given for each year 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019 till to date.
There were 36 penalty charge notices (PCNs) issued in 2018 and one in 2019 for contravention of this loading bay opposite 361-373 Kensington High Street. There are no PCNs prior to 2018 as it was only created as loading and parking bay in 2018.
I would like to ask: when exactly this highly confusing sign "arrangement" was installed and what is the yearly percentage change of number of PCN's issued since the installation of the sign allowing parking for 30 minutes.
Outside 361-373 Kensington High Street, the former singular bay was split into loading and parking bays. Unfortunately, we do not hold information on when the signage or changes were implemented. However, I can advise that an order on our system came into force on 18 June 2018.
