Thank you for your request received by Transport for London (TfL) on 30 January 2022 asking for information about PCNs issued O/S 288 UPPER RICHMOND ROAD WEST SW14.

In order to challenge a penalty the recipient must first submit a representation to us. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals.
Of the 651 PCNs issued, we have received 97 representations. Of these 41 have been rejected, 35 have been accepted and 21 are awaiting a decision. Of the 41 representations which were rejected 2 appeals have been made to London Tribunals. Of these 1 was allowed and 1 was refused.
