You asked

Bus Operations requested paid volunteers to work during Surface Transport's New Year's Eve event. Pan-TfL staff could sign up for a shift on TfL's intranet but some operational staff were also supplied by the CPOS Directorate. Under the FOI Act, I would like to request the following information, please. How many pan-TfL paid volunteers worked during the Bus Operations NYE Event, and what was their pay rate for the shift, and how was this rate calculated? How many CPOS operational staff were supplied by CPOS for the Bus Operations NYE Event, and what was their pay rate for the shift, and how was this rate calculated? If there was a difference between the pay rate of CPOS operational staff and pan-TfL staff working the same shift, what is the justification for the difference, and how did their tasks differ? How many CPOS operational staff were late or left before the finish time of their shift, and will you adjust their pay to reflect their lateness or early finish? If not, how is it justified in TfL's current financial situation to pay staff when they were not available to carry out their duties?

Thank you for your request which we received on 2 January 2023.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:

How many pan-TfL paid volunteers worked during the Bus Operations NYE Event, and what was their pay rate for the shift, and how was this rate calculated?

A total of 88 staff worked as bus hub volunteers on the night. Volunteer rate is £275 for the shift.

How many CPOS operational staff were supplied by CPOS for the Bus Operations NYE Event, and what was their pay rate for the shift, and how was this rate calculated?

A total of 46 staff, four of which were Assistant Operations Managers (AOMs). Pay rates were £516.26 for Operations Officers and £663.33 for AOMs, flat rate x2 plus night allowance.

If there was a difference between the pay rate of CPOS operational staff and pan-TfL staff working the same shift, what is the justification for the difference, and how did their tasks differ?

The roles and responsibilities are different. The pan-TfL bus hub volunteers are primarily there to provide customer information. They receive a briefing beforehand as this is a bespoke role for the New Year’s Eve event and not part of their operational activities.

How many CPOS operational staff were late or left before the finish time of their shift, and will you adjust their pay to reflect their lateness or early finish? If not, how is it justified in TfL's current financial situation to pay staff when they were not available to carry out their duties?

One person arrived late that evening. We have no record of any staff leaving before the end of their shift. Any lateness or early finish would have been managed on the shift and dealt with in accordance with our HR policy.

The payment has not been adjusted as it is based on the shift and not an hourly rate.
