On 20 January 2016, it was announced that the then Mayor of London, Boris Johnson, had asked Transport for London (TfL) to investigate the potential impacts of removing the Congestion Charge Zone (CCZ) exemption for PHVs. It was since announced that as a first step, TfL was carrying out a pre-feasibility study (information-gathering exercise) into removing the CCZ exemption for PHVs. As part of this process Cambridge Economic Policy Associates (CEPA) were commissioned to carry out an initial assessment of how the PHV trade might respond to this policy in terms of trip making patterns into the CCZ. A letter dated 6 April 2016 from Lucinda Turner, Head of Strategic Planning at Transport for London - available at this link -http://www.gmbdrivers.org/wp-content/uploads/Letter-to-Steve-Garelick.pdf, confirmed that this report had been comissioned. I am today requesting that you release to me any document which details the financial cost to TfL of having this report commissioned and prepared.
