Thank you for your request received by Transport for London (TfL) on 9th October 2023 asking for information about the ULEZ mobile van/staff contract.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked the following:

TfL does not hold the requested information as there was no new procurement exercise specifically for the use of mobile vans.

Prior to the launch of the Congestion Charging scheme in 2003, and following a competitive procurement exercise, Capita was selected to operate the Road User Charging services, on behalf of TfL. This included the launch of the Congestion Charge in 2003 and the LEZ in 2008. A further contract was awarded to Capita in 2016 and this included the introduction of the ULEZ which was launched in April 2019. That contract was extended in 2020 and runs until 2026. The contracts, including information of the value of the contracts, is published online via the following links (please note that these cover all of the Road User Charging services, not just ULEZ, which includes the use of mobile vehicles and associated staff in relation to the recent expansion):
