This is a follow-up to my previous FOI request regarding the withdrawal of platform tickets.

1. Did TfL take any legal advice and assess any legal impacts on the removal of platform tickets that would conflict with the statutory legislation, Schedule 17 of the Greater London Authority Act 1999 (and other legislation such as the London Regional Transport (Penalty Fares) Act 1992 and The Railways (Penalty Fares) Regulations 2018, including amendments), where it defines the usage of the platform ticket as part of the penalty fare?
Can you publish documents in relation to my question above?

2. In relation to question 3 of FOI-2012-2324, can you publish the guidance for station staff and revenue inspectors in relation to the removal of platform tickets and on dealing with situations such as a person inside the compulsory ticketing area for a valid reason such as accessing the toilet facility and assisting a person to the train?
3. Can you publish the documents, such as the strategy in relation to TFL and the Department for Transport's (DFT) plan on phasing out magnetic paper tickets?
4. Can you publish the full feedback and documents by the Independent Disability Advisory Group about the withdrawal of platform tickets, as mentioned in your Equality Impact Assessment?

Thank you for your further request received by Transport for London (TfL) on 8th October 2023 asking for information about the removal of platform tickets at TFL stations.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
I can confirm that we hold some of the information you require. Your questions are answered in turn below:
Question 1. Did TfL take any legal advice and assess any legal impacts on the removal of platform tickets that would conflict with the statutory legislation, Schedule 17 of the Greater London Authority Act 1999 (and other legislation such as the London Regional Transport (Penalty Fares) Act 1992 and The Railways (Penalty Fares) Regulations 2018, including amendments), where it defines the usage of the platform ticket as part of the penalty fare?

Answer: No such material is held as TfL did not seek legal advice on this matter.
Question 2. Answer: See the first document attached - Staff Briefing Notice 233.
Question 3. Can you publish the documents, such as the strategy in relation to TFL and the Department for Transport's (DFT) plan on phasing out magnetic paper tickets?
Answer: Please see the attached slide deck citing action TfL were going to take on magnetic tickets. Where information within the slides does not relate to the phasing out of magnetic paper tickets it has been redacted as it falls outside the scope of the request. TfL does not hold any information on DFT’s proposal to phase out magnetic tickets.
Question 4: Can you publish the full feedback and documents by the Independent Disability Advisory Group about the withdrawal of platform tickets, as mentioned in your Equality Impact Assessment?
Answer: Please see the attached minutes from the meeting of theIndependent Disability Advisory Group which discussed this in July 2022. Where information within the minutes relate to other matters it has been redacted as it falls outside the scope of the request.
