Fines issued to French vehicle keepers : October 1st 2022 to November 30th 2022

From press reports across France it is now apparent that, after acquiring their names and addresses, TFL (via it's subcontractor Euro Parking Collection PLC) has recently issued a very large batch of historical fines to a significant number of French registered vehicles keepers. Since EPC provides TFL with comprehensive data (including monthly reports) regarding the foreign fines it issues (and collects) on TFL's behalf, under the Freedom of Information Act (2000), can you please answer the following questions : 1. How many keepers of French-registered vehicles have been issued (letters sent by post) with fines by EPC PLC between October 1st 2022 and November 30th 2022. 2. In total, how many fines were issued (across the population of French-registered keepers, under question 1) between October 1st 2022 and November 30th 2022. The premise of this question is, of course, that some keepers received more than one fine each. These two questions primarily relate to LEZ and ULEZ fines, but fines in relation to all "infringements" over the requested period is also acceptable - if the breakdown by fine category is not available. Thank you for your request received by Transport for London (TfL) on 29 December 2022 asking for information about LEZ and ULEZ fines issued to French vehicle keepers.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked: Fines issued to French vehicle keepers : October 1st 2022 to November 30th 2022

To maximise the air quality and health benefits of the London wide Low Emission Zone (LEZ) and the Ultra Low Emission Zone (ULEZ) the charges apply to all vehicles, including those registered outside of the UK. 

TfL use European Parking Collections (EPC) to administer penalties for vehicles registered outside of the UK.  This has significantly increased the collection rate of these penalties and encouraged compliance.
