Dear TFL, Consultation on the permanent change on Chiswick High Road CS9 Please can I ask when was this approved and what was the process of approval? What is the point of a public consultation if TFL/the council go ahead and approve it when the majority of the public disagrees?

Thank you for your request received by Transport for London (TfL) on 4 October 2023 asking for information about the Chiswick High Road cycling scheme (Cycleway 9) being made permanent.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

You asked: Please can I ask when was this approved and what was the process of approval? What is the point of a public consultation if TFL/the council go ahead and approve it when the majority of the public disagrees?

To answer your second point, a consultation is not a referendum on a binary question, e.g. do you or do you not support a proposal. Instead its purpose is to ascertain the thoughts, feelings, views and feedback from groups most likely to be impacted by our proposals. This feedback is then considered by our decision makers in order to help them determine what course of action to take. Having considered the outcome of a consultation our decision makers may:
 
  1. Proceed with the scheme as detailed in the consultation
  2. Proceed but with an amended scheme, potentially as a result of specific feedback received through the consultation process, or
  3. Not to proceed at all
