You asked

There is a consultation by a developer to develop over 100 flats over 9 floors at Osterley Tube Station on the Piccadilly line. I want to know the following. 1. Has the developer been granted permission by the mayor's departments? 2. Has any agreement been struck already or in process? 3. Did the developer go through a tender process? if yes, when and how can I find out details of this. 4. Is the developer progressing with any other applications 5. Has the developer been assessed to be of good character and reputation?

Thank you for your request received by Transport for London (TfL) on 15 December 2018 asking for information about Osterley Tube Station Car Park.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. Your request and our response are as follows:

There is a consultation by a developer to develop over 100 flats over 9 floors at Osterley Tube Station on the Piccadilly line. I want to know the following.

1. Has the developer been granted permission by the mayor's departments? TfL has entered into a lease agreement with Apartments for London. The Mayor’s departments were not required to give TfL permission to enter into this agreement.

2. Has any agreement been struck already or in process? TfL announced its lease agreement with Apartments for London in October 2018. The agreement at Osterley will see Apartments for London seeking to utilise precision-manufactured modular construction.

3. Did the developer go through a tender process? if yes, when and how can I find out details of this. TfL normally disposes of land through an open marketing process, but reserves the right to do otherwise when, in cases such as this, there is an opportunity to bring forward pilots that can help to identify innovative practices to allow other, less viable sites to come forward. The developer was subject to an extensive due diligence exercise, and prior to any formal agreement AFL entered a Memorandum of Understanding to facilitate a proof of concept project.

4. Is the developer progressing with any other applications? Apartments for London have not yet announced plans for any other sites as part of their TfL agreement.

5. Has the developer been assessed to be of good character and reputation? An extensive due diligence exercise was carried out to establish the standards and specifications that AFL intend to achieve. This part of TfL’s responsible procurement policy to ensure all goods, works and services are sourced ethically.
