Thank you for your request received by Transport for London (TfL) on 29 December 2022 asking for information about the bus review and the alternative scheme axing the 349, having a 259 from Ponders End to Kings Cross and a 279 from Waltham Cross to Stamford Hill.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold hold some of the information you require.
Please see attached a Bus Services Meeting (BSM) memorandum paper dated 28 September 2022 which contains the details which you are asking about in relation to the alternative scheme.
Please note that some information within this document is subject to a statutory exemption to the right of access to information under section 43(2). In this instance the section 43(2) exemption has been applied as disclosure would, or would be likely to prejudice or influence the fairness of the bidding process and would be likely to cause detriment to bus operators and their commercial interests. It would also be likely to prejudice TfL’s commercial interests as it would divulge information on what TfL is willing to bid or may be paying another operator to run a certain route, thereby undermining our competitiveness and our ability to carry out successful negotiations in the future.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
