You asked

TfL have a 100% taxi wheelchair accessible vehicle requirement. Can you please inform me under what power that requirement was implemented i.e. Cab Order, Government legislation or TfL policy etc?

Thank you for your request received by Transport for London (TfL) on 26 January 2022 asking for information about taxi vehicle requirements.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked:

TfL have a 100% taxi wheelchair accessible vehicle requirement. Can you please inform me under what power that requirement was implemented i.e. Cab Order, Government legislation or TfL policy etc?

This requirement is contained within Article 7 of the London Cab Order, as follows:

Transport for London shall grant a cab licence if it is satisfied that:--

(a) the applicant is a fit and proper person to hold a cab licence;
(b) the vehicle in respect of which the application is made conforms to the conditions of fitness from time to time laid down by Transport for London;

The wheelchair accessibility requirement is set out in our Conditions of Fitness.

The London Cab Order 2007 is available on our website, and the principal London Cab Order 1934 is available in the National Archives.
