You asked

I would like to know the details of the contract with Morgan Sindall (for the work to install step free access at South Woodford Tube station, westbound platform) in relation to the contractual completion date. The only information given publically of which I am aware is completion in "Summer 2019" but I would like to know the specific date in the contract agreed for completion of works.

We answered

TfL Ref: FOI-2420-1819

Thank you for your request received by Transport for London (TfL) on 13 December 2018.

Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. You asked:

I would like to know the details of the contract with Morgan Sindall (for the work to install step free access at South Woodford Tube station, westbound platform) in relation to the contractual completion date. The only information given publically of which I am aware is completion in "Summer 2019" but I would like to know the specific date in the contract agreed for completion of works.

In accordance with the FOI Act, we are not obliged to supply the specific date agreed in the contract for completion of works as it is subject to a statutory exemption to the right of access to information under section 43(2).

In this instance the exemption has been applied as disclosure of the information you have requested is commercially sensitive. Disclosing specific details of the completion date would effectively prejudice our commercial interests as it would be likely to prejudice Morgan Sindall’s ability to negotiate the best value for money with their supply chain.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. TfL recognises the need for openness and transparency by public authorities, particularly where the use of public assets, but in this instance the public interest in ensuring that TfL is able to obtain the best value from public assets, outweighs the general public interest in increasing transparency of TfL’s processes.

However, we are due to ‘Bring Into Use’ the new ramp at South Woodford Station and therefore make South Woodford a Step Free Station at the end of March 2019.

As stated in our previous response to you,  all works associated with the Step Free Access Scheme at South Woodford Station are due to finish by Summer 2019.

Please see the attached information sheet for details of your right to appeal.

Yours sincerely
