Please could I have the post-consultation detailed design plans for Cycle Superhighway 4, as per the changes shown in the 'Response to Issues raised' report released in December 2018

Thank you for your request received by Transport for London (TfL) on 12 December 2018 asking for information about CS4 updated plans.

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. However we are unable to provide the information you require.

You asked for the post consultation ‘detailed design’ plans for CS4.  These plans are still being developed by our external engineers and as such this information is subject to an exception from disclosure in accordance with Regulation 12(4)(d) which applies to information which is still in the course of completion, unfinished documents or incomplete data. TfL have yet to be provided with a copy of the final plans that have commissioned.

The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure.  We recognise that the release of information would promote transparency and also help address your particular concerns about this issue. However, as said, we have not got a complete copy of the plans from our external contractors at this time as they are still in the early development stage.  We consider that the release of any draft information before it is completed would prejudice our ability to develop, challenge and refine proposals in a safe space before submitting them to public scrutiny and we consider that the public interest currently favours the use of the exception.

Conversely, if you are actually asking for the  concept design drawings (the engineering plans that are used to create the drawings for public consultation), we can advise that we do hold these and we have attached them here for your review. These show the change made to the CS4 design as per the ‘Response to Issues Raised’ consultation report.
