Please could you let me know how much Babylon Healthcare Services Limited spent on advertising with TfL from 1 January 2017 until 23 November 2017? Please could you let me know how much of this spending relating to advertising for Babylon Healthcare Services Limited's "GP at Hand" service? Thank you.

Thank you for your request received on 24 November 2017 asking for information about Babylon Healthcare Services Limited.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. We hold some of the information you require.

Between 1 January 2017 and November 2017 Babylon Healthcare Services have had 17 campaigns on our estate. We do not hold information on the specific sum related to the “GP at Hand” advertisements.

In accordance with the FOI Act, we are not obliged to supply information on how much have Babylon Healthcare Services have spent on advertising with TfL as this is subject to a statutory exemption to the right of access to information under section 43(2).

In this instance the section 43(2) exemption has been applied as disclosure would, or would be likely to prejudice our commercial interests, as well as those of Babylon Healthcare Services and Exterion Media (TfL’s advertising partner). Providing details of this agreement could hinder the ability of Babylon Healthcare Services to negotiate advertising contracts in the future as well as hinder Exterion/TfL’s ability to negotiate with advertisers in future campaigns.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
