Congestion Charge payments that were unnecessary

You asked

I would like to know how much revenue TFL collects from the congestion charge from drivers who have paid the charge but who were not actually recorded driving within the charging zone (excluding residents' discounts where weekly, monthly or annual charges are paid in advance). Please could you provide this information for the last 3 years (broken down annually) and also include the number of drivers impacted. Many thanks in advance.

Thank you for your request received by Transport for London (TfL) on 1 March 2017 asking for information about how much revenue TfL collects from the Congestion Charge from drivers who have paid the charge but who were not actually recorded driving within the Charging Zone (excluding residents' discounts where weekly, monthly or annual charges are paid in advance).

 

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act  and our information access policy. 

 

Unfortunately we do not hold the information you have requested. When the charge is paid for a vehicle any images of that vehicle in the zone are deleted. We only need to keep images of vehicles who enter the Zone when the charge hasn’t been purchased; these images are then used for issuing penalty charge notices (PCNs).

 

Therefore we are unable to verify how much has been paid in charges and the vehicle not gone in the Zone.
