Thank you for your email received by us on 27 December 2017 asking for information about Personal Protective Equipment (PPE) and Garment Supply for Jubilee, Northern & Picadilly Lines (JNP).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. I have answered your questions in the order you have asked them.

1. Please could you confirm relevant contract entity that procures for JNP (Tubelines)
Most contracts are entered into on a pan-TfL or pan-LUL basis as there is no need for Tube Lines to contract individually. TfL or London Underground Limited (LUL) will therefore be the contracting entity that procures for JNP (Tubelines).

2. Does the above contracting entity currently have an existing supply arrangement in place?
Yes. There is a local arrangement to cover all JNP PPE and Workwear requirements.

3. Was the supply arrangement put out to tender, following the relevant public procurement regulations?
The JNP supply of PPE is currently undertaken by Tower on a Single source basis. The initial contract was let in contract April 13, expired end of March 16 but running till date (3 months notice required to terminate otherwise it keeps going).

4. To the extent that supply arrangement was not tendered in accordance with the above regulations. Please explain why
There is a strategy in place to implement a Pan TfL tender for Consumables consolidating all of TfL requirements. This tender is in progress. The procurement strategy seeks to explore all procurement synergies and economies of scale. There is a pan TfL Single source in place as an interim arrangement to cover the gap between the existing supply and the award of the new tender.

5. Details of contracting parties, commencement date, expected end date inc (extension thereto) and any variations or amendments.
Tower- Original Contract let in April 2013 then renewed for 3 years from 01/02/17. (3 months notice required to terminate otherwise Contract keeps going).

6. Please confirm procurement details, name and contact email.

7. To extent there is no supply arrangement, are there plans to tender for such goods within the next 24 months.
As per above (No 4 response).

As per above (No 4 response).

9. If no formal supply arrangement do you have an informal/ad-hoc purchase arrangements for relevant goods (yes/no will suffice)
Yes- based on LUL T&Cs, to meet the required PPE and Workwear specifications

10. Who buys on behalf or whom in relation to goods.
Pan TfL Contracts are entered into wherever feasible to.

11. What is the annual spend of these goods in last 3 years
Approx. £3.6m spread over 3 years on Workwear and PPE for JNP.
