You asked

Hi. As part of an assignment I am completing at the University of Northampton, I would like to see whether it is possible to request the following: A) Whether there are any existing TfL reports into the success of introducing fare capping on the London Underground? Success measured in terms of patronage of the network (i.e. has introducing a fare cap led more people to use the London Underground) B) If A is unavailable, data on passenger numbers on the London Underground before and after the introduction of fare capping? Thank you.

Thank you for your request received by Transport for London (TfL) on 27 October 2024 asking for information about fare capping on the London Underground.

 

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. 

 

I can confirm that we do not hold the information you require. Capping was not introduced in isolation but as part of a transformative package that included the introduction of the Oyster card, fare restructuring, reform of concessions, the congestion charge and significant investment in the bus network. As a result, we cannot say how much of the growth in demand we have seen is specifically due to capping.
