Request ID: FOI-2397-2122 Date published: 09 February 2022
You asked
Please treat this as an FOI request.
Looking at your web site I was surprised to discover that, in addition to paying £20 for a 60+ Oyster card, there is also a yearly £10 charge.
This was not the case when I received my Oyster card several years ago.
I would like to know:
1. When this change came into force
2. Please send me a copy of the Committee etc report/minutes which introduced and approved this change 3. Whether this applies to existing card holders or only those applying after a certain date 4. If it does apply to existing card holders when will we be notified to pay the £10 and how much time will be given to pay this sum
I look forward to receiving a substantive response within the 20 working day statutory period for FOI requests.

1. The 60+ Annual address check process was introduced in August 2019, and a charge of £10 is made for this process. (This check is carried out to verify, on an ongoing basis, that cardholders still meet the eligibility criteria by continuing to live in a London borough).
2. The Mayoral briefing, attached, was presented and approved by City Hall in May 2019. The change was then communicated via the TfL website and to key stakeholders ahead of its introduction on 1 August 2019.
3. The annual address check process only applies to new applicants who applied on or after 1 August 2019, rather than retrospectively to existing cardholders who applied before August 2019. There are currently no plans to extend the annual renewal requirement to people who applied before 1st August 2019.
4. Please see our answer to point 3 above.
