• A breakdown of the registered addresses of cars receiving LEZ/ULEZ fines, presented by London borough and non-London
For example: 10% of LEZ fines were given to cars in Havering, 10% in Hounslow, 10% in Southwark, 20% non-London etc

Thank you for clarifying your request asking for information about Low Emission Zone (LEZ) and Ultra-Low Emission Zone (ULEZ) penalty charge notices (PCNs).
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked for:
• A breakdown of the registered addresses of cars receiving LEZ/ULEZ fines, presented by London borough and non-London • Please provide me with information on the 2019/20, 2020/21, 2021/22 financial years
When we issue a PCN it is sent to the registered keeper of the vehicle as held by the DVLA. The address to where the penalty is sent does not always indicate where the driver resides. For example if a vehicle is on hire the penalty will be issued to the hire company rather than the driver.
The attached spreadsheet details the location within London to which the vehicle was registered at the time the penalty was incurred.
The original ULEZ was launched on 8 April 2019 and therefore figures for 2019/2020 are from that date.
