Under the Freedom of Information Act 2000, I would hereby request the following information, to be supplied as PDFs where possible; 1. One set of the current Staff Guide to Fares & Tickets (Including all books and appendixes) 2. One full copy of Railway Byelaws I am requesting this for possible updates to the document since the last request FOI-2456-2324.

Thank you for your request received by Transport for London (TfL) on 25 October 2024 asking for information about our current staff guide to Fares and Ticketing / Railway byelaws.

 

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we hold the information you require.
 
In response to the first part of your request, please see copies of the requested information attached.

Some information relating to the revenue protection process has been redacted from one of the Guides as it is subject to a statutory exemption to the right of access to information under section 31(a) of the FOI Act which relates to Law enforcementPlease note that disclosure under the FOI Act is considered to be a disclosure ‘to the world at large’ rather than the individual applicant. Whilst we make no suggestion that you would use the information for anything other than your own personal interest, in this instance the exemption has been applied as information regarding revenue inspection procedures could be used by people wishing to avoid paying fares.  

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance we believe that balance lies in favour of withholding the information to ensure that fare evasion is prevented wherever possible to protect public funds.
