Thank you for your email of 7th November 2019 asking for information about the Urban Traffic Control system.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold the information you require. Your questions are answered in turn below:

Question 1: When a fault occurs with a crossing signal/traffic light, please explain how this is identified on the Urban Traffic Control ('UTC') system?

Answer: When the traffic signal controller detects a fault it sends a fault message to the Urban Traffic Control (UTC) system. The UTC system then passes this message in to our asset management system, which is monitored by our 24/7 response desk for checking and validation before it is then confirmed to our maintenance contractor to attend and fix.

Question 2: Does the UTC system allow for any printout of the record which proves the signals were working properly on the day of the accident, or does the system only record when there is a fault?

Answer: Yes, although TfL only provides timings/records free of charge to London Boroughs and the police. Other applicants can receive further information, including on costs, by submitting a request to:

Question 3: How reliable is the UTC system in picking up faults with traffic lights and/or pedestrian crossing lights?

Answer: The UTC system is intrinsically designed to constantly monitor the operation of traffic signals which are connected to it. A variety of failure conditions could trigger a fault alarm being raised within UTC and associated asset management systems.

Question 4: Can you confirm that there were no faults with any of the traffic lights in the vicinity of the pelican crossing at Hammersmith Bridge Road on 5 January 2019?

Answer: TfL can confirm that there were no faults with any of the traffic signals in the vicinity of the pelican crossing at Hammersmith Bridge Road on 5 January 2019. The following sites were considered in this check:

Question 5: Can you confirm if there were/have been any faults with any of the traffic lights in the vicinity of the pelican crossing at Hammersmith Bridge Road, either before or after 5 January 2019?

Answer: TfL can confirm that there were no faults with any of the traffic signals in the vicinity of the pelican crossing at Hammersmith Bridge Road either 8 days before or after 5 January 2019.
