Thank you for your request received by us on 5 November and on 13 November 2019 in clarification of your request asking for information about the Bakerloo line extension proposal.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. You asked for:

Transport for London's ("TfL") proposed Bakerloo Line Extension ("BLE") copies of all documents and information held by TfL in respect of TfL's:
Responses to issues raised from the consultations on the alternative proposed locations for the construction and operation of a new London Underground station and/or interchange with the East London Line at New Cross Gate (the "New Station") including without limitation all technical assessments and reports produced to identify and assess the adequacy of all alternative proposed locations;

Decision to select the New Cross Gate Sainsbury's Retail Park site as the location for the New Station including without limitation all internal governance documents and reports resulting in this decision, and documents recording and constituting this decision;

Identification and assessment of all alternative proposed locations for all alternative tunnelling worksites for the BLE including without limitation all technical assessments , reports and financial appraisals produced to assess the adequacy of alternative proposed locations;
Correspondence with the Greater London Authority ("GLA") and London Borough of Lewisham("Lewisham") regarding the decisions made to date on the location of the BLE;

Correspondence with the GLA and Lewisham, and suppo1ting information that was used to develop, feed into and instruct work pertaining to the New Cross Gate Area Framework document; and

Assumptions made in financial appraisals for compensation payable as a result of TfL's proposals for the New Cross Gate Sainsbury's Retail Park site.

When seeking clarification for the date range of correspondence you are seeking, you confirmed that:

The date range for the documents and information we request is from 1 January 2016 until 4 November 2019 (i.e. the date of the request).

In the meantime, we are applying Regulation 12(4)(b) in accordance with the Environmental Information Regulations to the remainder of your request as we believe that the scale of information and correspondence you are requesting is ‘manifestly unreasonable’ since providing this would impose unreasonable costs on us and require an unreasonable diversion of resources.

The identifying and collating the information you have requested would also present a significant burden to limited resources as it would require the manual review and collation of a large volume of reports, data and correspondence.

The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote accountability and transparency in public services. However, the time it would take to provide the information you have requested would divert a disproportionate amount of our resources from its core functions and, taking into account the information already published on our website and in business plans (for most of the larger projects), on balance we consider that the public interest currently favours the use of the exception.
