Contractor raised request that works be extended to November 2020 due to “Extensive TM (traffic management) required scheduling works together to minimise disruption.”

The request was declined due to the length of time. TfL asked contractor to carry out remedial works as soon as possible but with limited inconvenience to road users.

TfL was unaware that works had not been completed at this location. An AOO (Asset Operations Officer) carried out a site visit on 31/10/2019. Replied to customer enquiry on 1/11/2019 stating that contractor was asked to make defect safe on 31/10/2019.

Site visit organised for same day and defect was found to have been “made safe” with cold lay asphalt. Contractor currently programming this location for permanent repairs. Contractor is allowed up to 28 days to complete permanent repairs from date of “make safe”.

This was for drainage investigation including a CCTV survey to determine cause of blockage. Instructions were given that If any blocked pipes were found to rod and jet. If pipework broken then to repair and ensure all gullies were working as normal.

TfL arranged gully sucker to attend site to clear 2 gullies at Florence Terrace as gullies filled with leaves and detritus.

Gullies cleared by TfL contractor.

Photos attached for reference. The broken/loose asphalt over time has washed into the gullies during rainfall, and the current heavy leaf fall has exacerbated the situation. The site will be monitored until the investigation report is available.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
