Thank you for your request received by Transport for London (TfL) on 17th January 2022 asking for information about rail replacement tenders on the London Underground.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

In respect of the recent closure of the Picadilly line between Hammersmith and Heathrow on 16th January 2022:
  • Please provide a copy of the full Invitation to Tender documents issued in respect of this requirement, including the specification of works
  • Please advise how many tenders for the work you recieved
  • Please advise the successful tenderer and how much they were paid for this work”
I can confirm that we hold some of the information you require. Your questions are answered in turn below:

Question 1: Please provide a copy of the full Invitation to Tender documents issued in respect of this requirement, including the specification of works.

Answer: There is no specific Invitation to Tender documentation for the works at this location. Rather, the works were carried out under a wider contract for all Ballasted Track Works with Balfour Beatty that was tendered in 2018. If you would like to see the documentation for that contract please let me know and we can consider this as a new request.

Question 2:  Please advise how many tenders for the work you received?
Answer: The 2018 tender exercise for the wider contract covering all Ballasted Track Works received three initial bids - however, one bidder withdrew leaving two who were fully evaluated.
Question 3: Please advise the successful tenderer and how much they were paid for this work?
Answer: Balfour Beatty Ltd was the successful tenderer. The cost for this specific work was £950k.
If this is not the information you are looking for please do not hesitate to contact me.
