Hello Please can you provide the following information under a freedom of information request. - All recorded safety incidents or traffic accidents involving the W19 on Markhouse Avenue and Markhouse Road, E17 over the past 5 years. - The results and data regarding any public consultations regarding the W19 bus over the past 5 years -Details of consultations with Waltham Forest council over the past 5 years regarding changes to the W19 bus route -Passenger numbers on the W19 bus over the past 2 years including what stops they are boarding at. -TFL policy on the regularity of buses on certain routes and how this is decided -Emission testing of the W19 buses and any regulations on emissionsTFL buses must adhere to -TFLs plan to replace the W19 with cleaner buses - TFLs policy on changing bus timetable from daytime running to continuing after midnight -Justification/reasons for the change made by TFL to extend the timetable and route of the W19 over the past 4 years.

Thank you for your request received by Transport for London (TfL) on 3rd October 2023 asking for information about the W19 bus route.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold the information you require. Your questions are answered in turn below:

Question 1) All recorded safety incidents or traffic accidents involving the W19 on Markhouse Avenue and Markhouse Road, E17 over the past 5 years.

Answer: Please see the first spreadsheet attached (you may need to expand the width of some columns to read the data in full).

Question 2) The results and data regarding any public consultations regarding the W19 bus over the past 5 years

Answer: The only public consultation that involved the W19 in this period was the re-routeing and evening extension to Argall Avenue in 2020. The consultation documents – including the consultation report - are available on our website here:

Question 3) Details of consultations with Waltham Forest council over the past 5 years regarding changes to the W19 bus route

Answer: The consultation referenced above involved plans from the London Borough of Waltham Forest (LBWF) related to a Liveable Neighbourhood scheme for the Coppermill Area. See the following page of the LBWF website for more information:

Question 4) Passenger numbers on the W19 bus over the past 2 years including what stops they are boarding at.

Answer: Please see the second spreadsheet attached. This provides the sum of boarders on the W19 over the past 2 years. The data is broken down by stop and comes from Oyster and Contactless Payment Card usage from 1 October 2021 to 30 September 2023.

Question 5) TFL policy on the regularity of buses on certain routes and how this is decided

Answer: The TfL bus planning guidelines are available on our website via the following link:

Question 6) Emission testing of the W19 buses and any regulations on emissions TFL buses must adhere to

Answer: TfL does not monitor individual bus emissions as buses have been type approved by the Vehicle Certification Agency to the latest Euro standards, and have On Board Diagnostics (OBD) for monitoring in service by the DVSA (Driver and Vehicle Standards Agency).

Question 7) TFLs plan to replace the W19 with cleaner buses

Answer: The vehicles on route W19 all meet Euro VI standards, and all buses in the TfL fleet are to Euro VI standard or better. There are no plans to replace the current W19 fleet. TfL has a target to have a wholly zero-emission fleet by the end of 2034.

Question 8) TFLs policy on changing bus timetable from daytime running to continuing after midnight

Answer: Please see the bus planning guidelines above in answer to Question 5, and in particular paragraph 30 (“Last buses should depart major centres no earlier than midnight”).

Question 9) Justification/reasons for the change made by TFL to extend the timetable and route of the W19 over the past 4 years.

Answer: All the information is in the documents included in the above links. Note that the planning guidelines (paragraph 25) state that “Services should generally run between the same terminals throughout the week, including the evenings and Sundays”.
