Private Hire Vehicle Registrations and Cleaner Vehicle Discounts

Could you please provide: a list of all TFL registered Private Hire Vehicle (PHV) licensed vehicles as at 31st December 2021 (or if not, then any date after 1st December 2021) with the list(s) containing the following vehicle particulars in columns;
(1) PHV registration plate, make, model, year
(2) The list of all PHV vehicles that has a “cleaner vehicle discount” applied for congestion charge (ie. is exempt from paying congestion). Given the removal of certain vehicles of the discount in October 2021, it is important that the list is from 1st November or after.

Thank you for your request received by Transport for London (TfL) on 17 January 2022 asking for information about Private Hire Vehicle Registrations and Cleaner Vehicle Discounts.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Please find attached a spreadsheet showing vehicles licensed as Private Hire Vehicles (PHVs) by TfL. This is accurate as of 2 February 2022. The second tab on the spreadsheet provides a list of Vehicles Registration Marks (VRMs) for PHVs that are subject to the Cleaner Vehicle Discount (CVD) for the Congestion Charge. From 25 October 2021, the CVD changed so that only battery electric vehicles are eligible.
Please note the list is subject to change as some vehicles become newly licensed and other licenses expire.
