I am contacting you under the freedom of information act to request the following information: 1. Who is the department that was responsible for identifying the need for the camera that has been installed ? 2. Who is the contact person for the department in 1. ? 3. Which department was responsible, once the need had been identified, for the selection of monitoring equipment (pole mounted camera) and its installation? 4. Who is the contact person for the department in 3. 5. If available from you- please could you provide me with a copy of the study conducted before the camera was installed that identified need for the camera. 6. If available from you- please could you provide me with a copy of the communications that were made with the local building owner/ residents with regard to potentially installing the camera on a building, rather than on a pole. 7. If available from you- please could you provide me with a copy of any planning application that was made in respect of the erection of the pole 8. If available from you- please could you provide me with a copy of any communications sent to residents who are impacted by the installation Many thanks in advance.

Thank you for your email received on 24 March 2017 asking for information about the CCTV camera located on Trinity Square.

 

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

 

The CCTV camera at Trinity Square near the junction with Tower Hill and Byward Street was installed by the Road Space Management department of Transport for London..

 

A part-time banned left turn from Byward Street into Trinity Square was introduced between 5am and 9pm.This banned turn allows us to improve the safety for cyclists at this junction whilst minimising the journey time impact on the wider traffic network. The new junction operation also provides access into Trinity Square to ensure critical servicing activity for local businesses can still take place from Byward Street.

 

A Road Safety Audit was undertaken on the proposed design for this junction in March 2016. Safety concerns were raised by the road safety audit team regarding the potential compliance of these banned movements as vehicles contravening these banned turns would come into direct conflict with cyclists. A number of measures were proposed to mitigate these safety concerns including the instalment of CCTV to carry out enforcement of vehicles that contravene the banned movements.

 

Further on site observations were undertaken when the junction was commissioned to monitor the compliance of vehicles, and will continue to take place now the CCTV camera has been installed to ensure we are satisfied the junction is operating correctly.

5.   If available from you- please could you provide me with a copy of the study conducted before the camera was installed that identified need for the camera.

      Please see attached the RSA report. Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA), personal information such as signatures    and direct telephone numbers have been removed from the attached invoices, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

 

  1. If available from you- please could you provide me with a copy of the communications that were made with the local building owner/ residents with regard to potentially installing the camera on a building, rather than on a pole.

    No such communications are held.



     



  2. If available from you- please could you provide me with a copy of any planning application that was made in respect of the erection of the pole

    Planning permission was not required.

No such communications are held. Planning permission was not required so residents were not contacted.
