Thank you for your request received by Transport for London (TfL) on 15 January 2022.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked:
Please can I have a monthly breakdown for the last two years of come out appeals made to the congestion charge and ULEZ on the grounds that auto pay was set up after the event took place.
On receipt of a penalty charge notice (PCN) a motorist can make a representation to TfL. If this is accepted the penalty is cancelled. If rejected the motorist is granted a further right of appeal to London Tribunals.
If a driver believes they have registered for Auto Pay but in fact have not, and received a PCN, they can make a representation to advise us as such and to challenge the PCN. Each case is considered on an individual basis.
Please see attached details of representations and appeals against PCNs on the grounds that the motorist referred to Auto Pay. We only have data available from November 2020 and the information is detailed in the attached spreadsheet.
If you wish to discuss any penalties you may have incurred while you thought your vehicle was registered for Auto Pay you can contact our Road User Charging team at [email protected]
