I would also like this data for a week before (17th Nov 2021), 2 weeks before (10th Nov 2021), a week after (1st Dec 2021) and 2 weeks after (8th Dec 2021)as a comparison.
How many of the PCNs given on 24th Nov 2021 were appealed? and how many of these appeals were overturned?
I would also like to request the CCTV footage at the junction of Kennington road and Kennington lane between 21:30-22:00 on Wednesday 24th Nov 2021.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked:

When a vehicle enters, leaves or drives within the Congestion Charging zone its image is usually captured by numerous cameras within and / or on the boundary of the zone. Only the clearest image of the vehicle is retained for enforcement or Auto Pay billing purposes; the remainder are deleted. Therefore, the location at which a vehicle is photographed and which is included on a penalty charge notice (PCN), does not give an indication of the wider journey taken by the motorist.
Below is the number of PCNs issued on the specified dates using images taken from the camera on the junction of Kennington Road and Kennington Lane between 19:00-22:00.

How many of the PCNs given on 24th Nov 2021 were appealed? and how many of these appeals were overturned?
In order to challenge a penalty the recipient must first submit a representation to us. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals.
Of the 34 PCNs issued on 24 November, we received 12 representations. 4 were accepted, 4 were rejected and 4 remain open. Of the 4 rejected representations we received 1 appeal which is currently open.
I would also like to request the CCTV footage at the junction of Kennington road and Kennington lane between 21:30-22:00 on Wednesday 24th Nov 2021.
We do not hold this information. The camera used to capture images for the purpose of administering the Congestion Charge only captures still images.
