Transforming Vauxhall Cross - Road Traffic Forecasts and Underlying Assumptions

You asked

TfL is planning a reconfiguration of the roads around Vauxhall Cross and its officials have told me that, in doing so, it has assessed the impact of future developments in the Vauxhall Nine Elms and Battersea Opportunity Area. These developments include c.18,000 new homes and c.30,000 new residents as well as many new businesses including large hotels and offices. TfL's assessment was informed by planning applications and discussions with local authorities, as well as committed and designed highway improvements being delivered along Nine Elms Lane. It also included the impact of the Northern Line Extension. I would like to be provided with a copy of the assessment (or a detailed summary of the assessment) including: • population and employment forecasts for Vauxhall Cross and the areas served by Nine Elms Lane and Wandsworth Road, • current and forecast traffic numbers (i.e. now and after all the new homes and businesses are occupied) for traffic entering and leaving Vauxhall Cross to and from o Vauxhall Bridge, o Nine Elms Lane, o Wandsworth Road and o South Lambeth Road in both the morning and evening peaks, and • the assumptions that underlie the forecasts. For example, what estimates and assumptions were made about apartment occupancy rates, the proportion of residents who will commute in their own vehicles, and the number of taxis etc, and delivery vehicles, and what experience and evidence was taken into account in arriving at those estimates etc.? I do not ask that any new modeling is carried out. I just wish to gain a full understanding of the information and reasoning (including the forecasts and the reasoning behind the forecasts) that was taken into account in TfL's assessment.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

 

As part of the Vauxhall Nine Elms Battersea (VNEB) Opportunity Area Planning Framework (OAPF), we undertook a detailed transport study that looked at the future growth in the area. We then also undertook the VNEB Public Ream & Highways Study.
