Dear Transport for London, I have been advised by St Dunstan's College, Stanstead Road, London SE6 4TY that it is unable to prevent parents from driving their cars into the school grounds as "Transport for London will not allow us to have a car free zone in front of the College; this is due to the impact the queuing traffic will have on the South Circular". I would be grateful to receive copies of all correspondence between Transport for London and St Dunstan's College regarding the College's request to implement a car-free zone on its own grounds and TfL's apparent proscription of this. Thank you for your email received by us on 4 December 2018 asking for information about correspondence between Transport for London (TfL) and St Dunstan's College, in relation to the College's request to implement a car-free zone in their grounds.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked for:

Please find attached a copy of our pre-planning application letter from TfL’s Director of Planning, which is addressed to planning and development consultancy firm, Renew Planning Ltd. This is the sole item of correspondence that we have been able to locate in relation to your request.

In accordance with TfL’s obligations under Data Protection Legislation, some information has been withheld, as required by section 40(2) of the Freedom of Information Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’. This is an absolute exemption and therefore not subject to a public interest test.
